Yes, it looks so. I haven't spoken to the man so I don't know his story, but maybe he was just killing time in the shade of that billboard before going back home to have lunch with his wife. I could have chosen a different angle to give you another perspective... It was a warm Sunday morning, the market was not as full as it usually is and there were many older people like this one. It's just his position that made a difference.
